PayPal reason for restricted accounts:
We wanted to know what the reason for non-us citizens and in particular South African's haveing a restricted PayPal account.
So we write them a email and here is their reply:
Dear N,
Thank you for contacting PayPal
Hi, my name is Jh and I hope all is well with you today. I will be
happy to assist you with all your PayPal concerns. I went ahead and
reviewed your query and understand that you are inquiring about setting
up your account for receiving payments.
I apologize for any inconvenience this may have caused you but
I would like to inform you that your account's ability to receive funds
is not yet fully established. I understand your need of using a
convenient online payment system for your transactions but as of this
moment we are still looking on expanding this feature's availability for
PayPal members in your country and since this involves global
complexities with your country's financial authorities and also with
your governing laws and policies, we cannot provide yet a specific time
frame when this will be available. I would like to let you know also
that this is not a reflection of you as our valuable member of the
PayPal community.
We are working hard and looking forward to have our services to be
within your reach in the future. For the meanwhile, I suggest that you
have your buyers send their payments to you using a different payments
service outside of PayPal (e.g. Money Orders, etc.)
We appreciate your patience and understanding regarding this matter, and
wish you continued success on PayPal.

This is a real problem and with more than 160 Million members that wont do business with restricted PayPal members a online e-commerce business seems doomed.But
